Background:

International trade is recognized as a powerful instrument to stimulate economic progress and alleviate poverty. For an island country like DR with a small market size, the role of trade in national economic growth is even greater as trade exports serve as a vital source of foreign exchange earnings, income generation, and job creation. In light of the significant increase in trade flows, there is a clear need to update and streamline the national and international customs procedures to reduce the time and cost of trade. In 2010, DR adopted a new customs platform called SIGA (Integrated Customs Management System), developed by a South Korean consortium. Over the years, the system has proven to be efficient and has supported the DGA fulfill its fiscal and control responsibilities more effectively.

Main Objective:

conduct a comprehensive review and analysis of the Dominican Republic’s (DR) customs management system, develop a strategic roadmap for modernization of its information and communications technology (ICT) infrastructure, share operational best practices, as well as strengthen the operational and technical capacity of the General Directorate of Customs (DGA).

Expected Results:

Determine gaps and bottlenecks that are hindering the customs system and develop a strategic roadmap for its sustainable improvement and management in line with international best practices and South Korean technologies. Upon its completion, this TC will improve efficiency, transparency and sustainability of the customs services and administration in the DR. In addition, it will enhance trade facilitation which translates into increase of international trade flows.
